Florida Construction and Scheduling Consultants, LLC was founded in 2012, when Don Carlow launched his own practice after more than a decade in the construction claims groups of two national consulting firms. The premise was simple: attorneys and their clients deserve senior-level analysis from the expert who will actually write the report and take the stand — not a leveraged team of junior analysts with a big-firm invoice attached.

That premise still defines the firm today. Every engagement is led personally by Don Carlow, CGC, EI, PSP, CFCC — a Florida Certified General Contractor, Florida Certified Engineer Intern, AACE Planning & Scheduling Professional, and AACE Certified Forensic Claims Consultant with 40 years of engineering and construction experience. He has provided scheduling and claims consulting services on hundreds of projects across the United States, analyzing claims in excess of $100 million.

The firm concentrates on three closely related disciplines:

  • Forensic schedule analysis and construction delay claims — reconstructing the project record to establish who delayed the critical path, how and when.

  • Expert witness testimony — objective, independent opinions in construction contract disputes, delivered in deposition, arbitration, and trial.

  • CPM scheduling services — third-party baseline schedules, monthly updates, schedule audits, and time impact analyses that satisfy public-owner and federal specifications.

 

Our project experience spans heavy civil, commercial, airports, hospitals, theme parks, hospitality and resort, multi-family and high-end residential, and government and military construction.

We work for attorneys, owners, developers, general contractors, subcontractors, sureties, and insurers. Based in Central Florida, the firm serves clients statewide — Miami, Tampa, Orlando, Jacksonville, Tallahassee, the Panhandle, and Southwest Florida — and has handled matters in New York, Connecticut, North Carolina, Virginia, Louisiana, Texas, and the Caribbean. Schedule analysis is document-driven, and we support counsel in state and federal courts, arbitration, and federal contract dispute forums wherever the project record takes us.
