Mr. Carlow has over 35 years of experience providing engineering & construction consulting services to owners, contractors, developers, insurers & their legal counsel. His expertise includes forensic schedule analysis, cost engineering, construction claims analysis, construction defects/forensic engineering, and program & construction management. Mr. Carlow is a recognized expert in construction planning & scheduling, forensic analysis, cost & damages analysis, issue analysis, and litigation/mediation support. His project experience has included heavy civil; environmental remediation; transportation; pipelines/underground utilities; government/military; mixed-use commercial; airports; hospitals; high-rise; theme parks; hospitality; schools/ universities; and single/multi-family residential. He has provided scheduling and claims consulting services on many high-profile projects throughout the United States.

Professional Experience
Don is presently the owner of Florida Constructions and Scheduling Consultants, LLC, a Central Florida-based provider of schedule risk and dispute resolution consulting and advisory services to the construction industry. His claims avoidance and resolution work includes identification and evaluation of design and construction problems and their cause/effect relationship on cost and schedule overruns, oral and written presentation of findings, mediation and litigation support and expert witness testimony.
Don is also responsible for providing consulting, expert and advisory services related to CPM planning and scheduling. These services include third-party construction planning, schedule development, and schedule audits/review. As a planning and scheduling consultant, Don has been involved in projects ranging up to $1 billion in value.
Don previously served (10+ years) as a Sr. Consultant in the construction claims practice of two national construction claims consulting firm. With these firms he participated in the analysis, resolution and preparation of numerous construction claims throughout North America. Don has also served (10+ years) as a Project Manager & Branch Manager for a national environmental engineering / construction firm. He has provided environmental consulting, construction and program management services for military facilities under the Base Realignment and Closure Process (BRAC) program at eight U.S. Navy bases and the Air Force Center for Environmental Excellence (AFCEE) program at two U.S. Air Force bases.
Don has provided consulting, design and program management services to local school districts, telecommunications utilities, property management firms, and state and local government agencies throughout the United States. He has served as a Deputy Program Manager and a Project Manager on numerous multi-million-dollar environmental remediation and construction contracts with the U.S. Navy, U.S. Air Force, U.S. Army Corps of Engineers, Veteran’s Administration, and General Services Administration. As an Owner’s Representative, Don has overseen large environmental remediation & industrial renovation projects throughout North America and Puerto Rico. Don started his career as a Resident Project Representative for a multi-disciplined consulting engineering firm performing field inspections and testing of construction materials, facility inspections for hazardous building materials, indoor air quality investigations, sampling for soil and groundwater contamination and Phase I and II environmental site assessments.
