Serving Tampa Bay's Construction and Legal Community

From the Water Street district reshaping downtown to industrial and distribution projects ringing the port, Tampa Bay is one of Florida's busiest construction markets — and one of its busiest venues for construction litigation. Florida Construction and Scheduling Consultants provides forensic schedule analysis, delay claims consulting, and expert witness testimony to attorneys, owners, contractors, and sureties across Hillsborough, Pinellas, and Pasco counties.

Our featured Tampa project experience includes Raymond James Stadium renovations, and our principal, Don Carlow, CGC, EI, PSP, CFCC, brings 40 years of hands-on construction and scheduling experience to every engagement.

Expert Witness Services for Tampa Attorneys

We support counsel in the Thirteenth Judicial Circuit (Hillsborough County), the Middle District of Florida's Tampa Division, and in private arbitration. Typical matters include:

  • Delay and disruption claims on commercial, sports, and public-works projects

  • Time-extension request evaluations and liquidated damages disputes

  • Surety and contractor default analysis, including takeover and delay claim analysis

  • Acceleration and loss-of-productivity claims, including measured mile analysis

Large and Public Project Experience

Stadiums, public buildings, and infrastructure carry scheduling obligations that private work does not: statutory bid schedules, contract time determinations, phased occupancy, and public-owner reporting. We understand how public-project schedule specifications are written — and how to demonstrate, from the record, whether they were followed.

CPM Scheduling for Tampa Contractors and Owners

We build and maintain Primavera P6 schedules for Tampa-area projects: baselines that reflect how the work will actually be built, monthly updates that document what happened while it can still be proven, and time impact analyses submitted with change orders rather than after the dispute has hardened. Schedules maintained this way can't prevent a project from finishing late or ending up in litigation — and win when they do.

Why Don Carlow

  • CGC, EI, and AACE Planning & Scheduling Professional (PSP) — credentials spanning field, engineering, and scheduling practice

  • Hundreds of matters, projects exceeding $1 billion, claims with damages beyond $100 million

  • Independent: retained in roughly equal measure by owners, general contractors, and specialty subcontractors

Frequently Asked Questions

What is a Time Impact Analysis (TIA)?

A TIA inserts a delay event into the schedule in effect at the time the delay arose, then measures the effect on the completion date. It is the method many public contracts — including FDOT specifications — require for time extension requests, and it must be prepared from the contemporaneous schedule rather than reconstructed after the fact.

Do you work for plaintiffs or defendants?

Both. We are retained in roughly equal measure by owners, contractors, and subcontractors. Independence is the foundation of credible testimony — our opinions come from the schedule record, whichever side that record favors.

Can you evaluate an opposing expert's delay analysis?

Yes — rebuttal work is a substantial part of our practice. Common failures we identify include as-planned versus as-built static logic models incorrectly used on large, complex projects, prospective TIAs improperly used in retrospective analysis applications, and delay damages untethered from the critical path.
